  The system "SAA PHA" is designed to automate the accounting of the activities of private owners of housing:

  • Maintenance of technical inventory of property PHA (data of residential premises of owners, data on public utilities installed in PHA (elevators, etc.);
  • Maintenance of financial accounting (recording of the proceeds of financial means from homeowners, accounting of current expenses of PHA);
  • Accounting of expenses for payment for services and works for current and capital repairs, buildings, structures, transmission equipment, intra-quarter roads and access roads, elevators, technical equipment of buildings and structures; For the improvement of the territory of the subordinated PHA.

 

The goals achieved by using the system

 Creation and maintenance of a single centralized database on information of homeowners' associations;

  • Provision of operational control of housing payment and identification of debtors;
  • Accounting for financial transactions and receivables;
  • Reduction of staff time spent on manual data processing;
  • Improved data reliability and data integrity.

 

     The system "SAA PHA" provides accounting and storage of information on the activities of PHA, which will allow you to analyze information and make operational decisions with optimal time and labor resources.

 

The composition of the functioning modules of   SAA  PHA

The design solutions are adopted on the basis of the legislation of the Republic of Uzbekistan and implement the system on a modular basis for the scalability of the system.

The system contains the main modular components:

  • Maintaining the data of PHA (passport PHA);
  • Personal account of homeowners;
  • Accounting for mandatory monthly payments to members of the partnership;
  • Identification of persons who are in arrears in payment and forming a "List of debtors";
  • Maintenance of a customizable package of PHA reports in accordance with the legislation of the Republic of Uzbekistan: reports submitted to the tax authorities; Reports submitted to the statistics department of the district in which the activities of the TSPF are carried out; Reports submitted to the People's Bank on the pension savings system.

Accounting in the partnership of homeowners provides the user with the opportunity to create a Database of homeowners' associations (DB PHA) and a functional that ensures the recording of mandatory monthly payments, charging and fixing payments to the database, keeping the General Ledger accounting book of PHA.

 

System architecture

The basic architecture of building and functioning of the system is the three-level Client-Server architecture and the principle of centralized collection (storage) and data processing.

The system "SAA PHA" operates in real time (On-Line).

Features of the system "SAA PHA"

 

The application system of accounting and reporting has the versatility, which makes it possible to use it for various PHA , taking into account specific features of accounting for the whole range of activities and production.

The system is designed in such a way that the accounting system of each PHA has its data storage, in the form of a virtual safe, with appropriate protection and authorization of the entrance to it, although all data is stored in a centralized unified database;

In this project, the reliability of the system is ensured, given that it, in the long term, practically concentrates the accounting and reporting data of one of the important and developed branches of the national economy, namely, the housing and communal services sector.

The system contains current samples from the legal and regulatory framework necessary to support the accounting and reporting system, as well as regulating the activities of PHA.
